Guidelines


This page contains brief guidelines on procedures for commonly required certificates & licenses
REGISTRATION OF VEHICLES
For Registration of the vehicle one has to apply to the Registering Authority with in seven days of purchase along with the following documents: 
1 Application in form-20. 
2 Sale certificate in form-21. 
3 Form 22 supplied by Dealer. 
4 Valid insurance certificate. 
5 Proof of Address. 
6 Temporary registration, if any. 
7 Form-A under Taxation Act, 1997. 
7 Fees Specified in Rule 81.
8 Passport size photograph.  
9 In case of imported vehicle, Custom clearance certificate along with the license and bond.
10 Physical production of vehicle
RENEWAL OF RC
The application has to be submitted along with the following documents:
1 Form 25
2 Registration certificate
3 Insurance certificate
4 Pollution Under Control Certificate
5 Fees payment receipt
6 Proof of address
7 Physical production of vehicle
DUPLICATE OF RC
The application has to be submitted along with the following documents:
1 Form 26
2 Insurance certificate
3 Fees payment receipt
4 Copy of FIR
5 Affidavit stating that RC is lost and has not been impounded
TRANSFER OF OWNERSHIP
transfer of the ownership of Motor vehicle, the following documents are required:
1 Form 29 and 30 
2 Registration certificate. 
3 Insurance Certificate 
4 N.O.C. of the vehicle, if registered out side U.P. 
5 Fees as specified Rule-81.
6 Passport size photograph of Purchaser & seller.
7 Tax clearance certificate.

 

Transfer of ownership in case of death one has to apply with following documents:
1 Form 31.
2 Death certificate in relation to the registered owner. 
3 Certificate of the registration and the insurance.
4 Proof of succession.
5 Passport size photo.

 

vehicle purchased in public auction, one has to apply with the following documents:
1 Form 32.
2 Certificate of Registration and Insurance. 
3 Certificate of order confirming the sale of vehicle in his favour by the person authorised to conduct the auction. 
4 Certified copy of the order of the Government authorising the auction of the vehicle. 
5 Fees specified in Rule-81. 
6 Passport size photo of purchaser.

Process of permanent Driving License

1.     After one month of LL issuance date, DL application can be made through online or manual.

2.    If application is made via Online, fee payment will be done through online.  For offline, fee will be deposited in office.

3.    After application applicant have to go ARTO office for practical test of driving.

4.  If applicant clears test, after approving of licensing authority DL will be sent to given address of applicant by post.

5.   If applicant get failed, can repay test fee after one week to attend the test again.

Required Document Permanent Driving License

1.   Application in Form No. 4. 
2.   Learner License. 
3.   Three copies of passport photographs. 
4.   Driving Certificate in form-5 issued by approved Training School (Compulsory for Transport Vehicle License) 
5.   Fees as specified in Rule-32.

Fees of Driving License

1.    In present for one class of vehicle defined Driving License grant fee is 200, test fee is 300 and Smart Card fee is 200 thus total Rs 700.

2.   For both classes as for Motorcycle and LMV Car applicant has to pay extra 300 for other class test fee, thus total are Rs 1000 have to pay.

Application process of Learning License

1.   LL can be applied online and offline i.e. manual medium

2.   If application is made via Online, fee payment will be done through online.  For offline application, fee will be deposited in office.

3.   After the application applicant have to go office for biometric capturing.

4.   After that applicant have to attend the computerized LL test.

5.   Test result will be display on screen after test completed. If applicant get failed, can repay test fee after one week to attend the test again.

6.   License of Test Passed applicant will be approved by licensing authority and will be sent on given address by applicant.

7.   LL can be printed online by applicant in SARATHI 4.0

Required Document for Learner License

1.   Application in Form No.2. 
2.   Medical Certificate in Form No. 1-A. 
3.   Three copies of Passport photograph. 
4.   Fees specified rule-32. 
5.   Proof of age & address.

Fees of Learning License

1.   In present for one class of vehicle defined Learning License application fee is Rs150 and test fee is Rs 50.

2.   For both classes as for Motorcycle and LMV Car fee is (150+150) 300 and test fee 50 is defined. Thus total 350 will have to pay.
